1996 Toyota Tacoma fuel pump connector

1996 Toyota Tacoma 4 cyl Two Wheel Drive Automatic

I don't believe I am getting power to my fuel pump when I turn on the key, although I get power when I crank the engine. I am checking the blue wire at the fuel pump. Also when the connector is plugged in at the fuel tank I get continuity between the chassis and the blue wire but when I unplug the connector there is no continuity. I believe the relays are ok. My question is should I be getting power to the blue wire when I turn on the key and does this sound like the fuel pump is bad?

Power the blue wire at the fuel pump connector direct from the battery positive post and see if the fuel pump comes On-this check is to determine if the fuel pump is functional-if it comes on-check and test the circuit opening relay and the EFI relay to include the ignition fuse and the EFI fuse-let me know

I already tried connecting directly to battery, had fuel line disconnected at pump, nothing happened. Also took fuel pump out put it in water and pump pressured to 60 psi plus. All fuses and relays are good. I will go ahead and replace pump although it bothers me that blue wire shows no voltage when key is on. Thanks for your help, a second opinion always helps.

Fuel pump was bad. Do you know the torque for the eight pump to tank bolts? Thanks again!

Torque it to 31in lbs
