My 1998 Toyota RAV4 failed California SMOG test because fo slightly higher than allowed hydrocarbon emission. Recently performed tune up. Relatively new spark plugs and wires. Got a new oxygen sensor for $200 after a mechanic recommended it. Still did not pass. Again, high hydrocarbon. Got multiple opinions from many mechanics and it's unlikely the catalytic converter since CO emission is OK. What should I do now.
