1998 Toyota Rav4 4 cyl Two Wheel Drive

My 1998 Toyota RAV4 failed California SMOG test because fo slightly higher than allowed hydrocarbon emission. Recently performed tune up. Relatively new spark plugs and wires. Got a new oxygen sensor for $200 after a mechanic recommended it. Still did not pass. Again, high hydrocarbon. Got multiple opinions from many mechanics and it's unlikely the catalytic converter since CO emission is OK. What should I do now.

Hi there, I would go get an on car injection clean as you may have a faulty injector, even just a poor spray patten may be enough to elevate the Hoc readings due to poor combustion, check this out.

I just changed my fuel filter today and put in a fuel injection cleaner into the gas tank. Changed the PCV valve also. All of these performed probably for the first time in the life of this car. This is my GF's car, and I don't think she is very keen on these car subjects.

Hopefully this will help me pass.

One more thing. We just moved from NY to CA. Never had any issues with emissions back in NY. Could it be that the emissions regulation in CA may be too tough on a 12 year old car that has 150000 miles and NOT california 50 state certified? I am not failing the test by much.

Here is the breakdown.

HC 100 PPM at 15 mph, 90 PPM at 25 mph
maximum allowed is 58 and 42 respectively. FAIL
CO 0.65% 0.62% maximum 0.73 and 0.88 PASS
NO 5 PPM 5 PPM maximum 545 and 798 PASS

See how the test goes, as for the inter state testing, sorry but that is something that I am unable to comment on as I live in Australia.
