Starter Hot when car is off

My car is giving a single "click" sound when i try to start it, and nothing else. I also noticed that the starter / solenoid is hot even when the car is not being driven or even when i'm not trying to start it.
Its a 1990 Toyota Turbo Starlet 4efte engine with 184,000km.

Could be your positive battery cable at the starter shorted to ground.
