sluggish power

I just purchased a '76 FJ40 with a 2F engine. 82k miles. It idles a little rough even after tuning. It accelerates OK to about 40 mph. Above 40mph, the engine seems to be missing a little as it accelerates. It also seems to surge a little from 40mph to 60mph. It starts easily and doesn't stall at idle. It doesn't burn any oil, no smoke at start up or accelerating. What do you think? valves, coil/ignition, compression?

adjust the valves, do a fuel pressure/volume check and a compression test. could be a problem with the carb, make sure the engine is solid first.
