1995 Toyota Corolla Temperature Gauge

In the morning the average temperature is 32 degrees. Should it take 15 minutes of driving time for the Corolla to produce enough heat for the inside heater to be effective?

No, I would change the thermostat and flush the cooling system. Refill with 50/50 mix.

Unless you are in an extremely cold climate (Alaska, Northern U.S, Canada) a 50/50 mix will protect to 30 below zero.

If you are in a colder climate, then the MAXIMUM you can mix is 70/30 (antifreeze/water). Beyond that you will not gain any additional protection, and will actually lose cooling system effeciency.

In Alaska and Northern Canada, all cars have a block heater installed, which plugs into a 120V outlet and circulates heated coolant throughout the block to ease starting and protect against coolant freeze.
