1992 Toyota Corolla overheating after water pump and thermo

I replaced the water pump in the car after a catastrophic failure in which the pulley became crooked and threw a belt. With the new pump installed, it seemed to be doing it's job, but the engine overheated still, causing slight shudder at idle when fully hot and getting int othe red of the gauge. Suspecting the thermostat, I replaced it as well. Still the same. I am mostly unfamiliar with electric fan cooled engines, but it seems that the e-fan should be running overtime under these conditions, and the most I remember seeing out of it is a few short runs of 30 second to a minute while warming up from cold on into the red zone just idling. We are getting signal to the dashboard gauge as to the engine temperature, but as for the fan kicking on, either it must be a separate sensor which has failed, or the fan has failed.

Test the fan motor by disconnecting connector and fabricate a jumper and connect directly to fan motor, if fan does not run, then motor is bad. If it runs, then fan switch is bad (located directly under distributor, a white one wire connector)
To test fan switch, dosconnect it, fan should run all the time when ign is "on".

Other possibilities are fan relay or a relay in fuse box called "engine main".
