1989 Toyota Corolla loose steering heavy vibration

Steering is very loose and car drifts at all speeds. At low speeds there is a heavy vibration. Vibration goes away when car reaches 40 and above. Can stop vibration or at least control it a bit if I keep the steering wheel either left or right.
