my 1988 fxgt corrolla has trouble starting but will start, when running it will not rev over 4500, when it gets there it sounds like it is reaching govenor. It usually will rev to 6000 or so, ive recently replaced the coil because it would not run or start that fixed that problem, today I changed to fuel filter and no change.

Start by checking the fuel pressure with a mechanical gauge. If OK, check convertor backpressure.

Other possibilities are the ingition module or the distributor (worn shaft).

Also check timing belt for wear.
