1983 Toyota Corolla Manual

Hi there, I am new to this site and I really hope someone can help me with this simple problem here.

Just now I went to start my 20-year-old toyota corolla. When I turn my key, the car was not started and these was no sound of engine. Then I noticed that there was a loose wire around the clutch area under the steering wheel. I suspect that the loose wire is from the fuse box because there is another wire connected to the "RADIO" fuse. I have uploaded a picture of the fuse cover and see if anyone can understand wat's the meaning of it. Please tel me where to connect that loose wire or if it's other problem, please help me. Thanks!

If the engine is not turning over ("no sound"), then there is a clutch safety switch, where the clutch must be depressed before starting.
If this switch is broken, or disconnected, car will not start.
