The rack and pinion is the steering system, the "Pinion" is connected to the steering column and steering wheel, when you turn the steering wheel the "pinion" rotates and in turn moves the "Rack" from side to side, this is what turns the wheels left to right. The steering rack is located under the car between the body and the sub frame. It takes about 3 hrs to remove and re fit, as for a price of a rack, you will have to contact your local parts dealer as I am in Australia and I have no idea as to your prices.
