Is it the fuel pump

I have a '99 Camry CE w/ about 135,000 miles. It has been acting up for about a year. Sporatically, it stalls or idles really low until it cuts off unless you give it gas. The first time it happened, the engine light came on & stayed on. The EGR valve was cleaned & it ran fine for a few months. The past couple of months, it has started up again but the engine light doesn't come on (until it cuts off if no gas given). I can be running 55-60MPH & the vehicle seems to hesitate, if I let off the gas to slow or brake, it idles erratically. If I don't give it gas w/in a few seconds, it cuts off. We have replaced the fuel filter & the coil pack. Now we are wondering if it's the fuel pump. Is this what it sounds like it could be or do you have any other guesses?

Without knowing exactly what engine your '99 has, I'd say it had something to do with the idle air controller (IAC), aka, idle speed controller, intake air controller, etc. It's that mechanism attached to the intake plenum (often close to the butterfly valve assembly) that's being cycled open/closed by the ECU to control the idle air flow. This in turn controls the idle speed of the engine.

Make sure the electrical connector is attached and snug. Otherwise, all it might need is a bit of spraying with some carb/injector cleaner.
