1999 Toyota Camry Timing belt installation

My water pump broke on my car, damaging the timing belt. This car is a PCM(computer controlled) model and does not have a computer. I installed the new water pump however it seems thatThe timing is off and it won't start. How can this be remidied

Okay-did you put engine's no.1 piston on its compression stroke/TDC and line the cam and crank markings up before you put the T/belt. If not you need to redo it-

This can be done without the belt? Also, I was referencing the Haynes Repair Manual for the car which is somewhat confusing. It talks about doing the compression stroke with the belt on. Also, on the crank pulley there is a blue dot, which I assume should line up to the 0 DEGREES BTDC markings on the cover, however when Number 1 is TDC its not close.
