I bet you fan doesn't work at one or more of the speeds when you switch it on. That usually isn't the blower motor itself. As long as the fan comes on at one of the speeds, the blower motor is probably fine. The problem is the fan blower resistor. This is about a $30 part and you can replace it yourself. It is located along the firewall in the passenger's side footwell near the heater console (center of car at the firewall). It is difficult to get a screw driver into the lower screw that holds it in. You can do it with a little bit of patience. Toyota has an online repair manual that is of great help in finding it but you can usually get the same diagram from a Toyota dealer's parts counter as well. Just ask them if they can print out the location of the part from the explosion diagram of the heater unit. For a 1999 Camry you are probably looking for part # 87138C. Remember, as long as the fan blows at one speed, the blower moter itself is fine-- your problem would probably be the resistor.
