1997 Toyota Camry hard starting

1997 Toyota Camry 4 cyl 131000 miles

hello. For almost a month now my car would not start on the first try. When I turn the key, it clicks, and I hear spinning sound under the hood. It doesnt start, I try again, clicks, attempts to start, spinning sound, sounds like it will start, but doesnt. I try 2-3 times, then it starts. I recently hd an oil change, I aasked the guy about it, he said it is not the battery and not the spark plugs. He suggested a mechanic to look at it. Help please.
