1984 Toyota Camry Rough Idle and surges while driving

Hello, My 1984 Camry has a rough idle, sometimes flucuates, also surges while driving under load. Has new- Fuel Pump, Fuel Filter, Pressure regulater, Air Filter, Coolant sensor, coolant sender, battery, timing belt, Rebuilt distributor, new TPS, new muffler, New Cap, rotor, wires, plugs, air filter, timing is correct. I have checked for intake leaks and found none. Any help would be greatly appreciated, maybe EGR valve, or IAC? Bad Catalytic converter? Thanks, Rob

Clean out the idle air control valve and EGR valve and PCV valve also test the airflow meter and use a vacuum gauge or a pressure gauge and check for excessive backpressure on the exhaust system.

Recheck the fuel pressure
