Avalon Tail lights

I have a 1997 Avalon V6. The tail lights and license plate light stopped working. The fuse is good and the bulbs are good. All other lights work correctly. Is it possible the relay is bad. If so where is it located?

Its on the rear of the instrument panel junction box

Its on the rear of the instrument panel junction box[/quote:296fee7e5d]

Do I remove the instrument cluster or is that in the engine compartment?

Its behind the instrument panel in the vehcle look for a junction box-where fuses/relay/circuit breakers are.
