Starter will not stop?

1996 Toyota 4Runner V6 Four Wheel Drive Automatic 165000 miles

My starter will not stop turning, unless I unhook the positive battery cable. The ignition switch works, I feel, because if the key is in the start or on position the car will start, but if at the off switch- the car will not run just turn over.

First check out the starter relay, if that is good then it is your ignition switch that is failing. Post back if you need hlep.

Yep, it sounds like the starter relay is stuck on, here is the location so you can swap it out to help fix the problem. Here is the starter wiring diagrams so you can see how the system works. Check out the images (below). Please let us know what happens.
