I bought used tire and I think the tire guy either did not balance them or sold me tires with a busted belt. Would it be safer to put them on the back or front. And how could I tell? I cannot afford new tires for a few weeks so which would be safer?

Stick it on the back. You will feel a broken belt at low speeds, and in the seat. If you put it on the front, you will lose steering control if it blows out, and a broken belt will make the steering wheel oscillate back and forth. The clue is you will feel it at low speeds. Tire balance problems do not show up until forty to fifty mph.
