Timing marks and alignment?

My timing is off on the vehicle and I'm trying to correct it. I have the Haynes manual but I'm not finding the specifications for one of these sprocket alignments that has a mark. I'm going to include a picture and hopefully that will help to identify where this Mark is supposed to be at and what the actual sprocket is called.

Take a look below. You will find the complete timing belt replacement procedure. Including all the markings and sequences.

This procedure is for the 2.3L Non-Vetch.
If you have the Vetch engine just let me know.

I have run into another issue. I've got the timing adjusted accordingly and it's all put back together. The car will start as long as I'm pushing the gas pedal down, but it will not idle. While pushing the gas pedal down it runs smoothly but after it drops below a thousand RPMs it seems to choke out and cuts off.
