No power on any of the fuses under the hood?

I put my test light onto every fuse in the under-hood fuse box and no fuse lit up. With the key turned off and on still no power to anything under the hood. Yet the car is a crank with no start and all my dash lights and headlights work, which are on the fuses in my interior fuse box. All the fuses in the interior fuse box are getting power. I don't understand how this is even possible. What to check first. I'm baffled. Please help explain this weird situation. How is this even possible?

There are main voltage supply fuses under the hood that need to be checked. This guide can help you test for power, and the fuse location in the diagrams below. If they check out, I would replace the load reduction relay.

I can't find the right diagram and legend for the relay panel that's under the dash. The relay that you're telling me to check is the main power load reduction relay, correct? The diagram I have doesn't say anything about that being that specific relay. Could u try to get me a diagram and legend of the relay box that's under the dash. Need one for 2.5liter engine. The car listed above is the Wolfsburg edition.

Can't find diagrams that actually correspond with my vehicle. None of them I've found match up. I was driving and the car just shut off. No previous problems. But it did this immediately after putting gas in. Fuel pump not kicking on. Relays seem fine, wires fine, fuse fine. But maybe the diagrams I'm going by are for a different model. Would bad gas shut it down immediately? Codes p0688 and p0685 we're present. I cleared the codes, unhooked battery for a day. Switched some relays and the codes are gone but still crank no start. Hotwired fuel pump and it worked. If it's ECM open circuit and the fuel pump is not coming on, wouldn't it be within that relay.

Picture 2 and 3 does not go with my vehicle. My relay box under the dash is what I'm really needing a diagram for. The inside fuse box matches up with some of the pics u sent me so a BIG THANK YOU SIR FOR THAT HELP. The wires on the ebox next to the battery is like some crap I've never seen. I thought they were fusable links. And I suppose they kind of are in a way, but I've never seen fuses like that, ones that bolt up to the box like that. So as of now the diagram for relay box under the dash and a legend for it is where I'm at. I was told somewhere in there there's a load reduction relay, but can't find anything about itt online or in any of the research I've read threw. Ecm main power relay and fuel pump relay is under hood on some of the diagrams for my car and then vice versa on other diagrams I'm I've seen.
