If it lingers and smells like burning oil then it is and you need new valve seals or the piston rings are worn.
Or worse, major motor damage.
If the white smoke, is steam it will wisp away fast just like the steam on a tea pot lid does.
This is a bad head gasket.
Steam from the tail pipe is normal at all cold startups.
It must go way after the motor reaches normal
operating temperature.
