1997 Subaru Impreza problem with steering

I am having a problem with my steering in my subaru. When I drive it feels like the car wants to pull towards the left and right like the steering wants to control me instead of me controlling it. First I thought it might be the tracking but after having it checked it wasnt. Also when I brake the steering wants to turn towards the left or the right. Can you please help me?

I have the same problem with my 97 impreza tho' mine is auto.
