2010 Subaru Impreza Steering Problem in

I have a 2010 Subaru Impreza that I bought used. Immediately during the winter after I bought it when turned on there would be loud screaching and the steering wheel would be difficult to impossible to turn, it would be fine after it was turned a few times. The the serpentine and A/C belts broke. We had them fixed. A couple of weeks later the symptoms came back. We took it to the dealership and they said it was a loose screw and fixed it. Seemed better for a while, them symptoms came back, took it to another dealership and they said nothing was wrong, but flushed the steering system out. Again seemed better. We are now having the same problem again! Squeaking when turning it on and difficult to turn the steering wheel. No one is fixing the problem and I don't want to have pay again for the problem not to be fixed. Please help!

Normally if this happens when the car is cold then clears up when warm it's the rack and pinion. the only thing that I can suggest is to have the p/s pump checked for pressure to see if it's any good. Just to help does it only seem to do it when you turn one way? that cold be a valve problem in rack. Other than that without seeing this I have no other comments.
