2004 Subaru Impreza Power steering stiff at times

I had the power steering bracket replaced without removing the pump.
The mechanic brought the car back with the power steering making noises and getting stiff intermittently.
I immediatley popped the hood and inspected the tension on the belt. It was overtightened!
Could the tight belt have damaged the power steering pump and caused my symptoms?
I never had any problems before this mechanic worked on my car at his house!

If the belt was over tightened it could has damaged the pump bearing.

It was the bearing!I replaced th pump and that solved my problem!Thanks for your input.
