Power steering not working

Power steering went out and I replaced the pump and I still have no power steering. could it be the rack and pinion or what?

If the new pump is working and flowing okay, it has to be the control spool on the rack, which means you will need to replace the rack and pinion. To be sure the pump is working remove the return line and see if fluid comes out when you start the engine for a second or so.
