Steering wheel only moves when the vehicle is jacked up?

My steering wheel was not moving at all but when I jack it up the wheel moves?

Do you mean the steering wheel is locked? Otherwise it is normal for the steering wheel to move when the wheels are lifted, especially on these vehicles because the wheels camber-inward, this will cause it to move.

If the steering wheel will not move with the car running but will when the car is jacked up, you may have a steering rack problem.

Can you provide us with a video of the problem so we can understand the problem better?
