Speedometer is way off

Just bought this truck so I don't know the history. The tires are stock size. The speedometer is way off. Reads 30 to 45 MPH faster than actual speed. I replaced the Vehicle Speed sensor and ther was no change. I need to know what is the most likely the failed part that would cause this symptom, VSSB/ECM or instrument cluster.

Hey FC1RET2001,

It is the instrument cluster I have seen this problem before the stepper motor is no good and needs to be replaced, you can get a kit from amazon,

That was for 2000-2006. My truck is a 1995. Are these parts interchangeable?

They should be its all they offer, if not you will need to replace the cluster, let me know what you find.
