Yes. That is what appears to be the issue. Unfortunately that is the only way to replace this is the entire cluster. I am sure that some people take them apart and try to replace the microprocessor but you either need to be really skilled in electronics or it never works out to well. The manual says to replace the entire unit so that is what I would do.
Clearly there could be another issue as I am not looking at the vehicle but based on this info, if it were me, I would replace it.
