Short cycling of compressor when temperature is set to more than lowest?

Initially the A/C was blowing hot air in standstill and cold air only when moving. The culprit is the radiator fan, and it has been changed. The compressor pressure switch blown off, so changed that as well.

Now topped it up with r134a after vacuuming and checked for leaks in the system. No such issues.

Now
1. Ac blows cold air only at "Lo" setting, starts to emit semi hot air even if changed to 16 deg Celsius.
2. Compressor short cycling when I set to 16 deg or higher. Works continuously in Lo setting.

Please share some light on this.

It sounds like you may have a bad compressor, or the expansion valve is clogged/bad. We need to connect a gauge set to help us see the pressures when the system is running.
