Yep, my bet's on the fans as well. After all, when your car is stopped, there is no air flowing across the radiator (if there is no fan) and thus, the coolant just continues to heat up out of control.
However, my T/A (notorious for overheating btw) does not get that hot that fast. Are you always driving in traffic? I would suspect something else in addition to the radiator fans, maybe air pockets in the cooling system or low coolant as well as that. But yeah, also get the fans checked out.
Another test for the fans (if you don't mind getting dirty) is to remove one, and connect (with 2 short wires) to a 9V DC battery. If it turns, you're good, if not, you have a problem. Don't run it for an hour. If it turns for a couple seconds without any problems, it is good/functional.
