1994 Saturn SL2 Why has the hot wire to the compresser been

I found out that the reason my air conditioning on my used SL2 is not working is because the "hot" wire that goes to the compresser has been cut and taped off.
I thought I would go to a local pick and pull yard and aquirer the connector to the compresser so I could hook up the A/C. To my surprise I found several of the 1994's with the same thing done to them. The ground wire is still hooked up, but the power wire has been cut and taped off.
Soes anyone know what the issue is with the 1994 A/C that would have folks cutting power to the compresser.

There is no issue that I know of with the compressor people do wierd stuff I have seen alot of crazy stuff people do to there saturn's in my 16 plus year's working for saturn. Maybe the compressor or clutch went bad and they thought cuttting the plug was the best way to handle it. You will just have to replace the plug and see what happen's.
