1995 Saturn SC2 95 Saturn intermittent re-start issue

I am having a problem with my 95 saturn sc2. I find that once or twice a month, after driving for a short period of time that if I turn the engine off to go into a store that the engine will not restart.
Upon trying the ignition, all the lights on the dash work as normal and everything else seems fine as well.
When trying to start the car, it doesnt even try to turn over and there is no clicking from the starter. Its as if the inside of the car just chooses not to talk with the engine compartment. Also the battery is fine and attempts to jump it dont work. The only way to resolve the problem is to leave the car alone for approx 90 minutes to an hour then the issue dissapears.
I find myself leaving the engine running if Im just running in somewhere real quick which is wasting gas.
I dont know if its electrical or the computer or a sensor somewhere.

It's most likely your starter but without tracing power when it doesn't start we won't know for sure. So do you have a multimeter?

I do not have a multimeter.

It would however be a good thing to have and will look into getting one. Any other ideas in the mean time?

Without tracing the power down when it happens then you would just be guessing what was wrong. You could try taping the starter with a hammer when it doesn't start while someone tries to crank it over. You can see the starter from above if you take off the intake tube off the throttle body. If you got a big pry bar then you could put that up to the starter while taping the the handle end of the pry bar. Be careful not to arch out the starter with the pry bar if the car start's bad starter. If it doesn't that doesn't mean the starter is good. That trick doesn't work with every bad starter. It's just something you could try till you get a multimeter.
