1996 Saturn SC1 fuel pump?

ok I talked to someone a couple of weeks ago, but dont remember who. Anyway I have fire and fuel to my fuel rail but it will not even try to start. So I went and bought a fuel presure tester and my fuel psi starts out at about 42 and jumps to 45 when I let off the key and bleeds down so I guess im asking if its the fuel pump or what?
