Most times there is a pin that is depressed when the lock cylinder is in the run position. Not sure if the steering wheel needs to be removed or just the plastic housing. I would recommend purchasing a manual for the exact procedure. Either a Haynes or Chilton should have what you need. Airbags can be explosive. :)
Have you tried turning the steering wheel both ways. Sometimes that is all it take. It can require some muscle tho.
