Codes cleared, systems not ready

I have a 96 Saturn SL1, 5 speed with 165k miles on it. The car runs great but will not pass emissions inspection due to the fact that the systems are "Not Ready" for testing. I did replace the battery, but that was 6 months ago, and I have followed all of my mechanics instructions, as far as driving according to the proper drive cycles, to get the systems to auto test. Nothing seems to be working and even the dealer just shrugs his shoulders. Could I have fried the ecm? How do I replace it? Any caveats? One other note, recently the idle speed jumped from around 900rpm to 1500rpm, and engine speed doesn't drop properly during the shifting sequence. I've had to change my driving style to accomodate this. A related issue?

PCM ground at right rear of the engine and PCM and 0s2 ground on right rear of engine, also check the both fuse boxes for PCM fuses.
