Absolutely! A bad motor can blow a fuse. But, you have got to make sure it is the motor and not some sort of short or ground somewhere else in the circuit. This will require a bit of troubleshooting on your part.
I know a fellow who rebuilds electric motors (and you can find these folks in the yellow pages). I would yank the wiper motor and let him check it thoroughly. It usually is only a couple of bucks. If the motor comes back good, I know I need to dig further.
