There could be an issue with the wiper motor starting to fail or the pivots in the wiper sytem may need to be looked at for rough spots. They may need to be cleaned and lubricated or have some components replaced.
Otherwise the wiper switch may be starting to fail.
This is the most likely scenario as it detects the, "PARK" postion for the wipers and, this includes a module for interitant wipers, since they are not parking themselves where they should, the switch is not sensing this and is either being sent the wrong voltage signal or failing to respond to it.
