Disclaimer: I have never done this to this particular type of vehicle. The following info is out of a Chilton's manual.
The system you are referring to is the "Brake Transaxle Shift interlock" or BTSI system. On your year car, it consists of a brake light switch and a BTSI solenoid which is incorporated into the park lock cable.
First, check to make sure that the BTSI is in fact not working. Turn ignition key to ACCESSORY position and try to apply the brakes. This should bypass the BTSI and you should be able to shift into neutral.
If that doesn't work and you want to disconnect the Park Lock Cable, here is what u do: Remove the console and find the Park Lock Cable. Unplug the electrical connector from the BTSI solenoid. Pry a retainer (or both retainers if you want to remove the cable) from either the shift lever base or the park lock lever.
Unfortunately, there are no pics or diagrams in this manual. These manuals can be really valuable but they are sorely lacking in specific, detailed content. Sorry. Hope this helps out.
