2001 Saturn L200 overheating

Air Conditioning problem
2001 Saturn L200 4 cyl Two Wheel Drive Automatic

I live in Vegas and now that it is summer I'm having problems with my air and overheating. When on the freeway the air works fine and the guage stays in the middle. But when its stop and go the guage moves to hot pretty quickly and the air turns warm. I've also noticed when I stop and turn off the car I don't hear the fan running. Would love to have some advise and maybe a guess of the cost of repair. Thank you.

Need to see if fans come on, start car turn on AC open hood are they on? If not get this checked out soon because what ever it costs to repair it will be lots cheaper than if engine damaged occurs.
