This vehicle is equipped with a electric power steering assist motor. It does not have a hydraulic pump. So this does not require any fluid.
From what you are describing it sounds like an issue with that motor. It is likely a faulty motor.
First it is always a good idea to inspect the wiring connection of the component. Make sure it is secured and does not have any corrosion.
