A common overlooked part of the cooling system is the radiator cap. If it is not holding the proper pressure, then the coolant could boil when it shouldn't be. For every pound of pressure the cap holds, that increases the boiling point by about 3 degrees F.
Also, the proper coolant to water ratio is very important. The coolant is much more efficient at absorbing heat than the water, but it needs water to release that heat into. The water then releases it's heat to the radiator which is assisted by a fan (engine fan or electric) to release it's heat. Running 100% coolant makes for a very inefficient coolant mix and is more likely to cause overheating than prevent it.
A couple of questions: Have you done a compression test? Have you ran the engine with the radiator cap removed (do not remove the cap on a hot engine as the hot water and pressure could cause the water to spray and burn you) and watched for bubbles (some bubbles are normal, but constant never ending bubbles are not)? If the bubbles are constant, that is an indicator of a possible bad head gasket.
