Hi,
It is normal for the fan clutch to engage the blade at all times. The fan blade will always turn. When the under-hood temperature increases, there is a thermostatic spring that slowly engages resistance and spins the fan faster as needed.
On the other hand, if you feel it is locked and running at full speed all the time, you can usually tell just by listening to it. When they are fully engaged, it sounds like a jet engine. LOL
As far as the temperature gauge, was there any change since the thermostat was replaced? Does the heater work properly?
I ask because the coolant temperature sensor may be faulty. Heat causes the resistance to change in the sensor that the ECM receives. Based on that information, the gauge adjusts.
I attached a pic below showing the location of the engine coolant temperature sensor. Inspect the wiring to it for damage. Also, confirm the connector is tight, undamaged, and free of corrosion.
If that appears good, then see if you can get your hands on an infrared thermometer and confirm the radiator and engine are actually 80 degrees. That sounds too low even if the thermostat was stuck open. Also, if it is 80 degrees, the heater will hardly produce any warmth.
