What type of puller are you using? Take a look through these directions. It is specific to removal of the pulley on your vehicle. Let me know if this is what you are using.

Removal
1. With the vehicle in NEUTRAL, position it on a hoist. For additional information, refer to Maintenance/Service and Repair.
2. Remove the fan shroud. For additional information, refer to Cooling System.
3. Remove the accessory drive belt. For additional information, refer to Drive Belts, Mounts, Brackets and Accessories.
4. NOTE: This bolt is torque-to-yield and cannot be reused.
Using the special tool to hold the crankshaft pulley, remove the bolt.

5. NOTE: If the pulley bolt is not installed, the tool will bottom out before the pulley is off.
Install the crankshaft pulley bolt 2 to 3 turns. Using the special tools and the two 8-mm bolts, remove the crankshaft pulley.
Discard the crankshaft pulley bolt.

Installation
1. Using the special tool, install the crankshaft pulley.

2. Using the special tool to hold the crankshaft pulley, install a new crankshaft pulley bolt. Tighten the bolt in 2 stages.
Stage 1: Tighten to 45 Nm (33 lb-ft).
Stage 2: Tighten an additional 85 degrees.

3. Install the accessory drive belt.
4. Install the fan shroud.

If it doesn't come off, wait until there is extensive pressure on the puller and tap lightly on the main center bolt on the puller. The vibration will often times cause it to come off
