Thank you for including those last observations. Given the multiple symptoms, this sounds like a typical clock spring failure. That is a wound-up ribbon cable in a plastic housing, under the steering wheel. As that cable continues to break, you will eventually see the Air Bag warning light turn on too. At that point the air bag system is disabled and won't deploy in a crash.
