Radiator fan will not turn on normally

My girlfriend recently purchased the car listed above and did not realize that the radiator fan was not working when she purchased the vehicle. I have spent the last week changing out a bunch of parts to try and resolve the issue but have been unable to do so. So far I have replaced the Fan Assembly, Fan Control Unit, Auxiliary Fan Switch and the Engine Coolant Temperature Sensor. I have already gone through and checked to make sure the fuses are all good and everything seems fine. I can however get it on by pulling the #16 fuse, but then it runs non stop until you replace the fuse. Any ideas what the issue could be? So that my girlfriend will not need to remember to pull/replace the fuse whenever she drives (because she totally will not).

Hello,

There are two different radiator cooling fan system weather or not you have auto AC or not so I have both wiring diagram set so you can see how the system works. I would start by checking for power on both sides of the fuses # 5, 16, 8 and 3 because it sounds like its back feeding.
