Problem with idling low and dying when stopped

I need to know what the part is called that sits on top of the engine and carries air from the intake. It is the plastic piece that covers the engine and has the V8 4.6L badging on it. Any help is appreciated.

Are you referring to the intake manifold? Also, have you checked for vacuum leaks and the idle air control valve (IAC)? The IAC is responsible for maintaining the engine idle speed.

Yea I guess it is, I took it in for a diagnostic, (check engine light) and they said that part was "broken up inside" he wanted to call it a upper engine cover, and that it was all busted up and they couldnt do a test til that was replaced, sounded fishy, it was at the end of the day and they got me for $90 diag fee. I dont hear any air under hood tho. If its leaking I cant hear it. Or see/feel it

If the check engine light was on, did they tell you the trouble codes they got?

He said they couldn't even do it because it failed a smoke test so bad

I would recommend a second opinion. Not saying that they are wrong, but they should still be able to pull a code from the computer regardless if there is a leak.
