When I press the brakes the passenger side turn signal illuminates as if it were a brake light.

It sounds like the most likely cause is a bad bulb, my data shows that to be a dual element light bulb and what can happen is one of the elements brakes and touches the other, causing that one to back feed into the turn signal circuit. Usually this will also cause the other brake light to flash with the the turn signal, in your case the driver's side brake light would flash with the passenger's side turn signal.
