Okay. I would fix the line first and then fill the system to see if the pump still whines. When the pump is low on fluid and it pumps air it can make the noise. It can also whine when the pump is failing so repairing the line and then retesting the pump is what I would do.
I attached an overview of the lines so you can see where they go if you want to replace them. You literally just unattach from both ends and fish it out and reverse.
