For the most part.
Electric gauges use senders and over time the wiring resistance increases and therefore affects the gauge reading.
Most accurate gauges are mechanical ones but in some cases are more difficult to install.
Mechanical coolant temp gauges are a good example, they are one piece (they contain an inert gas) and cannot be dissasembled, so must be installed as a unit.
