Take car to a mechanic and have the brakes inspected, could be as simple as a bad rotor, but could be an ABS problem, calipers, suspension damage.
It will cost you some money for inspection, but at least you will know what you are getting into.
Used cars are sold "as is" so if you buy car and have a major expense to repair, you would have no recourse with seller.
